JOELLE C. ROCHA
Joelle handles a range of matters relating to real estate development, land use litigation, business disputes, tax appeals, and general civil litigation in all Rhode Island and Massachusetts Courts, including the United States District Courts for Rhode Island and Massachusetts. She also appears before various municipal boards and state agencies. Joelle has worked on some of KSR&P’s most high-profile client cases.
Prior to joining KSR&P, Joelle practiced in the areas of civil litigation, real estate development, and municipal law. Joelle served as Assistant to the Solicitor for the towns of Warren and Lincoln, RI.
As an attorney for these municipalities, Joelle acted as counsel for the zoning and planning boards; prosecuted misdemeanors, zoning, and housing violations; and researched and evaluated issues for all municipal departments and each respective town council. She also represented the municipalities before state agencies and in various state courts on matters involving tax appeals, eminent domain, land use, zoning, liquor and entertainment licensing, and employment disputes.
Joelle also served as procurement attorney for the city of New Bedford, MA, where she assisted in facilitating various complex Invitations for bids and requests-for-proposals, as well as the resulting contracts.
