JOELLE C. ROCHA
Joelle handles a range of matters relating to real estate development, land use litigation, business disputes, and general civil litigation. She has successfully permitted several of the State of Rhode Island’s largest mixed-use developments, and represents developers with respect to residential, commercial, mixed use, and solar projects throughout the State of Rhode Island, before municipal and state boards and agencies. Additionally, she has successfully obtained tax stabilization agreements for several development projects. Joelle has also successfully litigated several class actions against municipalities regarding illegal and excessive impact fees and building permit fees. Joelle has worked on some of KSR&P’s most high-profile client cases.
Prior to joining KSR&P, Joelle practiced in the areas of civil litigation, real estate development, and municipal law. Joelle served as Assistant to the Solicitor for the towns of Warren and Lincoln, RI from 2006-2010.
As an attorney for these municipalities, Joelle acted as counsel for the zoning and planning boards; prosecuted misdemeanors, zoning, and housing violations; and evaluated issues for all municipal departments and each respective town council. She also represented the municipalities before state agencies and in various state courts on matters involving tax appeals, eminent domain, land use, zoning, liquor and entertainment licensing, and employment disputes.
Joelle also served as procurement attorney for the city of New Bedford, MA, where she assisted in facilitating various complex Invitations for bids and requests-for-proposals, as well as the resulting contracts.
